(1) The data base for laboratory safety and health includes following items:
(a) Basic laboratory information.
(b) Personal information for staffs and technicians.
(c) Data of the dangerous machineries and facilities.
(d) Data of hazardous chemical substances, dangerous substances, and toxic
substances.
(2) Training courses:
The courses emphasize individual responsibility for the environment, safety and health by all employees and at all levels of management. The courses offered include following:
(a) General training courses for new comer.
(b) Special training courses for manager of labor safety and health affairs
(c) General training courses for worker in the restricted laboratory.
(d) Special training courses for operator of dangerous machinery & facilities.
(3) Regular Inspections for Restricted Laboratory:
The inspection should be done each semester over the whole campus, seasonally in each college, and monthly in every department or research center. The inspection includes following works:
(a) To collect information about the performance of laboratory safety and health.
(b) To help each department or center to establish a self-inspection plan.
(c) To assist each laboratory to improve the problems in the aspect of laboratory
safety and health.
(d) To re-examine those laboratories or centers which did not pass the inspection.
(4) Restricted Workplace Management need to do following:
(a) Compile basic information of the restricted laboratories for safety and health
management.
(b) Prepare a laboratory safety handbook.
(c) Establish safety operation procedure (SOP).
(d) Carry out 5S management.
(e) Conduct self-inspection.
(f) Provide protective facility, equipments for emergency use, and first aided box.
(g) Have an appropriate control for persons who entering the restricted workplace.
(5) Emergency Response
Implement a series of emergency response procedures, including setting up communication & announcement system, and devising a variety of emergency plans.
(a) Set up emergency response equipment chest in restricted workplace.
(b) Install life safety box on the door of restricted workplace.
(6) Facility Improvements:
(a) Install Emergency shower facility for chemical laboratories.
(b) Alter the door in restricted workplace to be opened out.
(c) Install anti-electrification protection, insulation protection coverings or electric
shock self-protection devise.
(d) Improve job sites ventilation system.
(e) Install exhaustion equipment.
(f) Install leakage sensor for dangerous and harmful materials operation.
(g) Fix cylinders and pressure vessels.
